About the Program

Eligibility is based on Household Size & Income. Those with incomes below 400% of the FPL are eligible for the standard Voucher. Those with incomes below 225% are eligible for the enhanced voucher. Those applicants seeking an adaptive E-Bike are also eligible for the Enhanced Voucher and will submit a letter from a medical professional as documentation.

The voucher program has two levels of vouchers which are defined by the applicant’s income status and transportation needs:

Standard	$800	• Have an income at or below 400% of the Federal Poverty Line (“FPL”) adjusted for household size; OR • Participate in an eligible income-certified program.
Enhanced	$1200	• Have an income at or below 225% of the Federal Poverty Line (“FPL”) adjusted for household size; OR • Participate in an eligible income-certified program; OR • Submit a signed doctor’s note that specifies a need for an adaptive e-bike.
Equipment Voucher	$150	The equipment voucher is automatically issued to both Standard and Enhanced Applicants. It assists with the purchase of a helmet, a lock, a floor pump, and/or lights.

Vouchers are awarded by random selection. A selection will take place each month from April through September. Each month there will be a pre-application period that will last roughly two weeks. Those interested in receiving an E-Bike will need to register during this time frame. After the pre-Application period has closed the system will randomly select a preselected number of applicants to complete their application.

The first pre-application period will open in April 2025. A random selection will take place roughly two weeks after the pre-application period opens. Each month after that the portal will open again for another application process.

Application Information

Click Apply Here on the homepage.

Then fill out the E-Bike Buyer Registration Form. Please note that you must permanently reside in the Commonwealth of Massachusetts in order to qualify.

You must enter your annual household income and household size. You will be asked to provide supporting income and residency documentation only if you are selected.

Click Submit.

Follow the instructions on the next page.

The application process is a two-step process.

Step 1: Pre-Application - During this step applicants provide basic household and income information.

Applicants must use this portal to apply for a voucher.
Applicants must create a login, register, and confirm their email address.
The registration period will be open for two weeks
Applicants then answer a few demographic questions, confirm their information, and acknowledge the program’s Terms and Conditions.
After the pre-Application period has closed the system will randomly select a preselected number of applicants to complete their application.

NOTE: You will not be able to change the application type once the registration period has closed. Please make sure you review the income requirements prior to completing your application.

Step 2: Final Application: If selected applicants must then provide qualifying documentation of residency within the Commonwealth of Massachusetts and, if applicable, income qualification.

Selected applicants will receive an email invitation to complete their application.
Applicants will have one week to complete and supply qualifying documents to verify their eligibility.
Applicants who successfully complete their application will be awarded a Voucher that is good for 60 days.
Upon receipt of the voucher, residents must redeem the at the time of E-Bike purchase at an approved participating bike shop.

Each resident of Commonwealth of Massachusetts over the age of 18 can apply for one E-Bike voucher.  

Every applicant who is randomly selected to receive a voucher must provide proof of a physical Commonwealth of Massachusetts address. If selected, proof of a Massachusetts address is required. Applicants must provide ONE of the acceptable documents from the list below.

Current and Valid:

Current Homeowner's, Renter's, or Motor Vehicle Insurance Policy
Mortgage, Lease, or Rental Contract
Motor Vehicle Registration
Military orders for active-duty military members stationed in Massachusetts but with permanent residency in another state.

Dated within the last 3 months:

Computer Generated Bill (utility, credit card, doctor, hospital, etc.)
Bank Statement
First-Class Mail (from a government agency or court)
USPS Change of Address Form (CNL107)

Individuals who are unable to provide any of these documents to verify a physical Commonwealth of Massachusetts address may be eligible to provide alternative documents. If you are unhoused in the Commonwealth of Massachusetts and receiving services from a government agency or non-profit organization, a dated letter on the organization's letterhead stating your situation may be accepted in place of one of the above documents. 

Income eligibility is determined by income and household size and is based on the Federal Poverty Level.

Standard Applicants

To meet the income qualification for the standard applicant voucher, your household income cannot be over 400% of the Federal Poverty Level.

If selected standard applicants must submit ONE of the following approved documents.

The first page of your Federal Tax Return Form 1040 (2024) or the first two pages of your Federal Tax return Form 1040-SR (2024). Please black out your SSN. Adjusted Gross Income (line 11) will be used to make the determination.
Proof of enrollment in any one of the following programs dated within the last year:
- Mass Save Income Eligible Program
- Child Care Financial Assistance from the Department of Early Education and Care
- Massachusetts Low Income Home Energy Assistance – (LIHEAP)
- Massachusetts Low Income Weather Assistance Program
- Residential Assistance for Families in Transition (RAFT)
- Mass Heath Connector
- Section 8 Housing Choice Voucher Program (HCVP)

Example: There are 3 people in your household. Your household income would need to be below $106,600.00 to be eligible for the Standard Voucher.

To meet the income qualification of the Enhanced Voucher, your household income needs to be below 225% of the FPL.

If selected Enhanced Applicants must submit ONE of the following approved documents.

- Massachusetts WIC
- Massachusetts TAFDC
- SNAP

Those applicants seeking an adaptive E-Bike are also eligible for the Enhanced Voucher and will submit a letter from a medical professional as documentation.

To be eligible to participate in the Commonwealth of Massachusetts E-Bike Voucher Program, residents must be:

A resident of Massachusetts
18 years of age or older
Be income qualified or be applying for an adaptive e-bike with a doctor’s note.

Yes, you must be a resident of the Commonwealth of Massachusetts. If you are randomly selected for an application, you will be required to provide proof of a physical current address within the Commonwealth. 

Yes, applicants must be 18 years of age or older when they apply.

How to Redeem my Voucher

Final applications will be reviewed within 10 business days.

Vouchers are not retroactive to past purchases. Vouchers can only be used at the time of purchase for a new E-Bike from a participating E-Bike retailer. 

E-Bikes must be purchased new from a participating E-Bike retailer. A list of participating retailers can be found here.

E-Bikes must be purchased new from a participating E-Bike retailer. 

Voucher recipients may redeem a voucher for the purchase of an E-Bike that meets the following criteria:

Standard E-Bike Eligibility

The following classes of E-Bikes are eligible:
- Class 1: an electrical assisted bicycle equipped with a motor that provides assistance only when the rider is pedaling and that ceases to provide assistance when the bicycle reaches a speed of 20 mph.
- Class 2: an electrical assisted bicycle equipped with a motor that provides assistance regardless of whether the rider is pedaling but ceases to provide assistance when the bicycle reaches a speed of 20 mph.
Has two or three wheels and fully operable pedals.
Electric motor is 750 watts or less; may not be gasoline powered.
No minimum purchase price and a maximum purchase price of $5000
Must meet UL 2849 and or EN15194 certifications

Class 3 ebikes and e-bikes with full suspension are not eligible for purchase with a voucher through this program.

Class 3: an electrical assisted bicycle equipped with a motor that provides assistance only when the rider is pedaling and that ceases to provide assistance when the bicycle reaches a speed of 28 mph.

Adaptive E-Bike Eligibility

Adaptive e-bikes are electric bicycles that make cycling and riding a bike easier for the rider based on their individual and specific mobility needs and are for individuals unable to ride a standard E-Bike.

Adaptive E-Bikes are designed or modified to meet the physical needs or abilities of the operator or a passenger.
Examples of Adaptive E-Bikes include but are not limited to:
- Recumbent E-Bikes and e-trikes.
- Supine or prone e-trikes or e-handcycles.
- Electric Handcycles.
- Tandem E-Bikes that allow a rider who cannot operate an E-Bike alone to ride with another person.
E-Bike must be manufactured with a battery and motor as part of e-bike, no aftermarket electrification kits are allowed.
No minimum purchase price and a maximum purchase price of $8,500.

No, the voucher amount is a maximum voucher amount, and any unused value is forfeited. The voucher amount cannot cover taxes or shipping costs.  

The safety equipment incentive can be used to purchase a lock(s), bicycle lights, bicycle floor pumps, and helmet(s).

All vouchers are good for 60 days from the day they are awarded. If they are not used within 60 days, they automatically expire. 

All vouchers are good for 60 days and if they are not used within 60 days they automatically expire.

Unfortunately, no. Each applicant is allowed only one redeemed voucher.
